How to find
Using the Horadric Cube, you can change one Ruby and two Gul Runes into a single Vex Rune. (Only in Single-player, open or ladder)

5% to Maximum Fire Resistance
Effects
Unless it was previously higher, an item socketed with a Vex Rune raises the item’s level requirement to 55.
