How to find

Tal Runes may be among the extra Runes that the Countess drops on each given difficulty.
A Tal Rune is one of the rewards for completing Hellforge on standard difficulty, with a 1 to 11 chance of dropping one.

Modifiers & Effects

Weapons

+75 Poison Damage over 5 Seconds.

Armor, Helms & Shields

Poison Resistance +30% (Armor)
Poison Resistance +35% (Shields)

Effects

An item Socketed with a Tal Rune increases the item’s level requirement to 17, unless it was already higher.

Horadric Recipes

One Ral Rune can be created by transmuting three Tal Runes.
A created Hit Power belt can be made by transmuting a magic heavy belt, an exceptional/elite version (such as a battle belt or troll belt), a jewel, a Tal rune, and a perfect sapphire.
To construct a created Blood belt, you can convert a perfect ruby, a gem, a Tal rune, an exceptional/elite variant (mesh belt or mithril coil), and a magic belt.
To construct handmade Caster body armor, you can convert a perfect amethyst, a jewel, a Tal rune, and a magic light plate or exceptional/elite variant (mage plate or archon plate).
To produce a created Safety belt, you can transmute a perfect emerald, a jewel, a Tal rune, an exceptional/elite version (demonhide sash or spiderweb sash), and a magic sash.
A random number of sockets can be added to the body armor by transmuting unsocketed body armor of normal quality, a Tal rune, a Thul rune, and a flawless topaz.
A standard quality unsocketed shield, a Tal rune, an Amn rune, and a flawless ruby can all be transmuted to give the shield an arbitrary number of sockets.
To upgrade the base armor type of unique armor to its exceptional variant, you can transmute basic unique armor, a Tal rune, a Shael rune, and a flawless diamond.
The base armor type of normal set armor can be upgraded to its exceptional variant by transmuting a normal set armor, a Tal rune, a Shael rune, and a Perfect Diamond.
