How to find

Thul Runes may be among the extra Runes that the Countess drops. Just on Hell or Nightmare difficulty.
A Thul Rune is one of the rewards for completing Hellforge on standard difficulty, with a chance of 1 in 11 drops.

Modifiers & Effects

Weapons

Adds 3-14 Cold Damage -3 Second Duration

Armor, Helms & Shields

Cold Resistance 30% (Armor)
Cold Resistance 35% (Shields)

Effects

Unless it was previously higher, an item socketed with a Thul Rune raises the item’s level requirement to 23.

Horadric Recipes

One Amn rune can be created by transmuting three Thul runes and one Chipped Topaz.
A constructed Hit Power amulet may be made by transmuting a perfect sapphire, a jewel, a Thul rune, and a magic amulet.
To manufacture Blood body armor, you can transmute a diamond, a Thul rune, an exceptional/elite version (such as a templar coat or hellforge plate), a perfect ruby, and magic plate mail.
To construct created Caster boots, you can convert magic boots or exceptional/elite versions (demonhide boots or wyrmhide boots), a jewel, a Thul rune, and a flawless amethyst.
A constructed Safety amulet can be made by transmuting a perfect emerald, a jewel, a Thul rune, and a magic amulet.
A random number of sockets can be added to the body armor by transmuting unsocketed body armor of normal quality, a Tal rune, a Thul rune, and a flawless topaz.
To add a random number of sockets to a helm, convert a normal quality unsocketed helm, a Ral rune, a Thul rune, and a perfect sapphire.
The base armor type of rare armor can be upgraded to its exceptional variant by transmuting a basic rare armor, a Ral rune, a Thul rune, and a flawless amethyst.
