Iceblink Mechanics
You can now always use your Cold talents to chill creatures and slow their movement speed for three seconds, adding an extra 5.0%. This Gem can only be leveled to rank 50. The sluggish effect will increase with each upgrade by 0.4%, for a maximum total of 25%.
The secondary effect of this gem, which grants a 10% increased Critical Hit Chance debuff against frozen or chilled foes, is what makes it most useful. As long as you use any Cold skill, this effect will proc with the primary Bonus. Since most Damage over Time (DoT) skills—like Rend and Haunt—calculate damage based on the player’s own Critical Hit Chance and Critical Hit Damage, this effect does not apply to them. If another player wears this Gem, the effect won’t stack.
Iceblink Best Use
Used only on Supports: Because of its powerful secondary effect, this support gem is very popular. The Damage Dealer is often increased by about one Greater Rift Tier as a result of this impact.

Legendary Gem Creation:
To obtain more Legendary Gems for leveling up, eliminate all Legendary Gems of the same name from your Equipment, Inventory, and Stash. This will cause the Rift Guardian in any Greater Rift to drop a new Rank 0 Gem.
Placing them in a different character’s inventory is the safest way to do that.
