Quite disappointing for a new commander and can be particularly good with Tamyris or Harold in the open field. But we’ve seen this with other new commanders and how it will change over time but right now, I wouldn’t invest crazy into him and rather wait and see what will happen in the next months with him.

Dragonfly Cutter (Active Skill)
In a forward-facing fan-shaped region, deals direct damage to up to three targets (Damage Factor 1500, or 750 as secondary commander). For every extra target, the damage done to each is decreased by 15%.
Samurai of the East (Passive Skill)
Under this commander’s direction, troops advance at a pace of 2% more, attack at a rate of 3% more, and deal 10% more damage to other troops.
Samurai Among Samurai (Passive Skill)
This commander’s troops suffer 1% less damage. The victim of an active skill cast will take damage over time (Damage Factor 100) and have their march speed lowered by 20% for two seconds. Every five seconds, this effect can be triggered once.
Tokugawa Heavenly King (Passive Skill)
Under this commander, troops deal 1% (or 5% with two or more different unit kinds) and gain 2% greater troop capacity. 8% of lost units will result in an increase in skill damage; the bonus can’t go over 60%.
The Undefeated Expertise
On the map, troops under this commander’s command suffer 30% less damage from standard attacks. After leaving your city, this effect may occur up to 57 times in a single hour.
