Background
An example of a law enforcement and security agency that was prevalent throughout history and was often under the local municipal government’s authority was the city guard, also known as the city watch. The “city keepers,” on the other hand, were unauthorized groups dedicated to protecting tiny cities, even if their local governments had given them permission. While small cities typically suffered from a lack of permanent security personnel, many large cities had their own guard units that served as policy and military forces in times of emergency.
