Frank can deal a fair amount of damage, but because of his poor unload speed and immobility, he is unable to successfully pursue foes.
Frank is helpful in Siege because he can shock the opposing team and keep them from getting Bolts.
Frank is particularly helpful in Gem Grab because stunning the other team makes it possible to take control of the gem mine and makes it easier for his allies to gather gems.
